On Monday we will recall with great respect the passing of one of the major figures of twentieth century Europe, Altiero Spinelli.

The main features of his life are well known. Imprisoned by the fascist regime in Italy between 1927 and 1943, he was one of the main authors of the Ventotene Manifesto in 1941 which called for a united federal Europe.

Spinelli worked closely with the founding fathers of the European Union, De Gasperi, Spaak and Monnet. Whereas Jean Monnet’s main focus was on the need for European government, Spinelli was foremost a parliamentarian. When I first met him in 1974 Spinelli was an energetic member of the European Commission. Even then, however, he rightly insisted on the need to bring a real popular legitimacy to the building of a united Europe. He was to serve himself as a Member of the European Parliament from 1979 until his death.

Spinelli launched the federalist movement in Italy which led to the establishement of the Union of European Federalists. As an MEP he created the famous Crocodile Club and chaired the Federalist Intergroup. His 1984 Draft Treaty on European Union – passed by 237 votes to 31 (with 43 abstentions) – is the historical precursor of the Treaty of Lisbon now in force.

The best way to honour the memory of Altiero Spinelli is to affirm our commitment to the values which inspired him of liberty, democracy and solidarity. Spinelli’s legacy of federalist thought and action has seldom been more needed than it is today. Europe’s leaders would be wise to emulate his political skills of courage, compromise and perseverance in the search for the common interest of Europe’s states and citizens.

Il lunedi 23 maggio ricorderemo con grande rispetto la scomparsa di Altiero Spinelli, una delle figure più importanti del ventesimo secolo in Europa.

I principali eventi della sua vita sono ben noti. Imprigionato dal regime fascista in Italia tra il 1927 e il 1943, fu uno dei principali autori del Manifesto di Ventotene nel 1941, che chiedeva un’Europa unita e federale.

Spinelli ha lavorato a stretto contatto con i padri fondatori dell’Unione europea, De Gasperi, Spaak e Monnet. Mentre l’obiettivo principale di Jean Monnet era la necessità di un governo europeo, Spinelli era innanzitutto un parlamentare. Quando l’ho incontrato per la prima volta nel 1974, Spinelli era un energico membro della Commissione europea. Già allora, comunque, insisteva giustamente sulla necessità di fornire una reale legittimità popolare alla costruzione di un’Europa unita. Egli stesso avrebbe servito come membro del Parlamento europeo dal 1979 fino alla sua morte nel 1986.

Spinelli ha lanciato il movimento federalista in Italia che ha portato alla creazione dell’Unione dei federalisti europei. Come deputato al Parlamento europeo ha creato il famoso Club del Coccodrillo e presieduto l’Intergruppo federalista. Il suo Progetto di trattato sull’Unione europea del 1984 – adottato con 237 voti a favore e 31 contrari (43 astensioni) – è stato il precursore storico del trattato di Lisbona, attualmente in vigore.

Il modo migliore per onorare la memoria di Altiero Spinelli è di riaffermare il nostro impegno verso i valori di libertà, democrazia e solidarietà, che lo hanno ispirato. L’eredità di pensiero e di azione federalista di Spinelli non è mai stata più necessaria di quanto lo sia oggi. I dirigenti europei farebbero bene a emulare le sue doti politiche di coraggio, compromesso e perseveranza nella ricerca di un interesse comune degli stati e dei cittadini europei.
